I need to be able to post using HTML on my forum .. would that be possible, without allowing users to do so as well?
I've had vBulletin in the past but can't remember. :)

You can do it on a per usergroup basis. So as long as no one else is in that usergroup or sharing its permissions you are fine. And if they do share permissions just make sure you turn it off for them.
