I then select the page and the bookmark and select OK. When I click the hyperlink, I go to the page, but not the hyperlink. What am I doing wrong?

So you open the hyperlink menu (on the page of the link) and type "page1.htm#bookmark"
I haven't tried it out, but i think it should work, lemme know if it does.
