for some reason (maybe the IP range bug in LAN settings ??), OP blocked this PC and now it won't even let it setup a NETBIOS connection ?!

I have noticed this problem also (or at least a similar one). If you exit OP and then restart it, all trusted connections are blocked (using ICS). You have to pretend to edit a rule, then click the apply button. As if by magic, the trusted IP's start to work. Did you trust the entire subnet in OP or just the PC's individual IP address? Try the entire subnet.
