Advantages are a small energy savings, and lower initial cost if the
contractor cuts some corners. Also no cold air blowing on you the
first minute and no hot air blowing on you the rest of the heating
time.
Disadvantages: It will likely take an hour to lower the perceived
temperature by 5 degrees f. Repairs can be very costly. Resale of the
house will be more difficult. Most people have serious sweeting of
their feet before their upper body reaches a comfortable temperature.
The solution is a dual heating system, but that is quite costly.
Electric shock and fire hazard is not negligible unless costly
auxillary systems are added for safety. The warmer floor will likely
hasten deteriation of the floor at least slighty. A plush carpet with
a pad is probably not safe or effective. In floor cooling means cold
feet before your upper body is cool enough. Typically a separate
centeral air conditioning system is installed which is almost as
