I want to get some software for my 4yr old to help her with her letter & number recognition and help her start reading.
If it covers beginner math, that would be great as well. Any suggestions? If it contained any of the popular cartoon characters on TV (Dora, Diego, Sponge Bob, etc.) even better!

(get number flash cards or make your own, show (4), we need (4) spoons at the dinner table.)these will do so much more for her than any computer. technology is great, but a child retains more when that knowledge is related to an actual experience. Reading is directly tied into language (talking and listening). A computer cannot 'talk' WITH you, just talk TO you. Tests required for certification as a CPA or actuary?::

You can also find some toys help kids learn math or language from play4kid.com.
