1) FALSE, a function can be continuous and non-derivable. But your example is wrong, y=6 is differentiable with y'=0. A function is non-derivable at a point if the derivative does not exist; 0 is a valid derivative, though.
A good example could be:
y=6x, x<0;
y=x, x>=0;
That is a continuous but non-differentiable function at x=0.
2) TRUE. If the first derivative is the rate of change of the function, the second derivative is the first derivative... of the first derivative ;-)
