I wish to translate my website into both Traditional Chinese and
Simplified Chinese. I want to use standard encoding methods and do
not want to type the text twice. I need to know what kind of encoding
and text editors to use. Please tell me a free one!

well im not quite sure what to do about the characters but doing some
quick tests i found the easiest may be to use
http://world.altavista.com/babelfish/tr and insert the URL of your
website and have it translate it. then on the 2nd page it is in frames
but view and copy the page source of the frame that your site is in.
now you have a .html source of your site in any language including
chinese-simp and chinese-trad.
Actually I am coming up with the text myself, since I know people who
can translate better than altaista. However, I am still unsure about
encoding methods.
