It reduces exposure over half the image. The filter rotates so you can put the "shaded" half over any part of the image, but usually it's to reduce the contrast between the ground and sky (shade the sky) in landscape shots. They come in different strengths.
No clue....Id say it split the picture up, maybe duplicating the one side?
I found one filter that made it look like you were looking through a spiders eyes.

Captain, I'm not sure which filter(s) you are asking about... There is the gradual filter (ND, Sunset, Blue and so on) which will help you with adding colors or exposing, there is the split (two tone or color/clear) type and there is the diopter (?) split, which helps with bringing in focus near and distant objects, and finally, the split mask filter which helps one with double exposures by switching the dark side 180 degrees and exposing one more time. My guess is that you were referring to the split ND filters (gradual) used to compensate for exposure. If that's the case, ksmattfish's explanation is great.
