I don't remember that there was ever a black hulk. He was always green to me.

Green Hulk
Red Hulk
The Professor
Demon Hulk
Dark Hulk
She Hulk
In the old Lou Ferrigno series, there was another person who could become the Hulk, but he was simply an older gent, that became a Green Hulk, that looked more like an old man.

I know that Marvel has often done What Ifs, What Thes, etc. where various other characters end up with power swaps, etc. Example, What if Aunt May had been bitten by the Spider??
So it is quite possible that for an issue or 2 there was a black man or woman who had the Hulk's powers, but I haven't found it, Yet:D
You might be thinking of Jim Wilson, who when dying from AIDs, requested a BT from Bruce. Bruce, doesn't end up giving him the BT, but had he done so, there quite possibly would've been a "Black Hulk"
