I would say he's a Chow/Lab mix. Chow because of the Blue tongue, and Lab because of his yellow coat and is built more like one.

my guess is that he is part chow cause of his blue tongue

He has some chow but other then that who can tell? He's cute and happy though so I'd say he's a Somea. Some of this, some of that.

There is definetly some Chow Chow (black tongue) and Border Collie (eyes, head shape, coat, and muscular structure) in there and I'm almost willing to bet some American Dingo by the eyes and mouth but I can't say for sure.
