Yes, puppies take a lot of time to toilet train, particulary when it comes to pee. They seem to get the idea of pooing outside pretty quickly, but peeing can take months I'm afraid!
Just be patient, and don't scold her too much. If you catch her in the act, pick he up and quickly put her outside saying your command word such as "be busy" or whatever you want it to be.
She'll get it eventually, don't worry :)

It take lots of patience and consistency to potty train your puppy. They need a schedule.
Puppy needs potty every time after sleeping, eating (15 minutes after), playing. Be patient and watch for signs when she needs to go, I'm sure you know what they are. Also when you take her out after eating, playing, sleeping don't rush and wait until she goes it might take a while, when the puppy finally does go outside throw a party :D and praise praise praise.

With respect, I would recommend you read a couple of books, or watch some videos on raising and training dogs. Watch for anything by Cesar Millan, "The Dog Whisperer," who also has a TV show on National Geo. I would also suggest a TV show on Animal Planet called "It's me or the Dog," with Victoria Stillwell. Both are excellent programs and often deal with issues you raise. Best wishes.
