I dropped my plastic retainer in the toilet. I have been soaking it in a 1/2 vinegar, 1/2 water solution. I also cleaned it with my toothbrush...which is nasty because now my toothbrush is toilety. I can't use hot/warm water. Any other ideas or is vinegar good enough?

Maybe try a 3/4 water, 1/4 bleach solution!
Do you have rubbing alcohol or alcohol? Vinegar isn't a sanitizer.
Vinegar is highly acidic.
Some kids soaked eggs in vinegar in science class. It ate the calcium shell off the egg in 3 days. If it can dissolve a mineral coating, it can kill bacteria.
That would have definitely killed anything living in your toilet. Just give it a brushing and rinse it well in warm water. Hot will run the risk of deforming it. You have a good sense of what will work.
